Detroit has become synonymous with fiery Devil's Night mayhem.
The Detroit Fire Department reported 94 fires on Halloween and the two preceding nights in 2011 and 169 during the three-day period in 2010.
Detroit, which currently has greater than 30,000 vacant homes and structures, offers an ideal landscape for firebugs and arsonists.
Detroit City Council on Tuesday is scheduled to refer a proposed temporary three-day curfew for minors and a ban on dispensing fuel into portable containers to the Public Safety and Health Committee, which is expected to write a recommendation for City Council to vote on Oct. 16, according to the City Clerk's office.
Both temporary measures would be enforceable Oct. 29 through Oct. 31.
